This is an office-centered position–you must physically report to the duty station stated in this announcement on a regular basis. Partial work-from-home flexibilities may be authorized.

Duties

  • Implement, administer, evaluate, and coordinate a program to ensure compliance with environmental requirements, and resolve difficult, unusual, or complex environmental and restoration problems;
  • Serve as a programmatic specialist on environmental justice, including environmental quality and/or restoration and public health protection;
  • Review and implement environmental technical standards, guidelines, policies, and formal regulations;
  • Establish and maintain effective working relationships with internal and external stakeholders.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience implementing projects that address environmental and public health concerns about disproportionate impacts; providing guidance and assistance on development, execution, and monitoring of environmental justice policies, plans, and programs; and leading or participating in community-focused projects applying approaches such as collaborative problem-solving.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:

  • Knowledge of pertinent federal, state, and local laws and regulations, and/or other environmental laws, documentation and reporting requirements;
  • Ability to resolve complex, controversial, or sensitive problems to address environmental and public health concerns about disproportionate impacts;
  • Skill in oral communication sufficient to provide guidance and assistance on complex aspects of environmental protection policies, plans and programs;
  • Skill in written communication sufficient to respond to a wide variety of external inquiries, and develop program reporting, policies and guidance;
  • Knowledge of program management concepts, principles and practices;
  • Skill in identifying and developing relationships with internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.
